Dr Williams is a board certified orthopedic surgeon with 34 years of practice experience. He has treated tens of thousands of patients over that time. He has implemented many practice improvements and changes in patient care over the span of his career. Many of these changes have been the result of technologic advances and capabilities. These advances include improved surgical techniques due to improved instruments and biologic options, technological advances such as navigation and robotic systems moving into the operating room, improved surgical implant designs and materials, and the development of electronic record capabilities for enhanced patient data documentation.

Despite advancements in theses areas Dr Williams has noted a persistent problem for which no significant progress has occurred during his more than three-decade career. That problem is that it is still not possible to make specific data driven recommendations for specific surgical implants and surgical techniques for a given patient based on patient specific diagnoses, comorbidities, and traits such as gender, age, and ethnicity. Notably, in other medical specialties such as oncology the ability to pair patient specific data with detailed diagnosis specific medical treatments to determine the specific outcomes for patients has led to significant advancements in personalized patient care, Dr Williams believes this same opportunity to improve outcomes exists for surgical treatments.

Beginning in 2014 Dr Williams began to work to address this challenge. That year was pivotal as the FDA’s UDI final regulation had just been implemented which allows the capture of detailed implant data, EHRs were widely adopted, and other technologic developments were underway making it possible for him to see a path to solve this problem for all surgical specialties. A partnership developed that resulted in several US and International patents centered around collecting robust device information at the point of care for procedural areas.

In 2022 Dr Williams met Joe Ortiz and the two of them have worked together to bring this vision to reality, improving patient care, safety, and outcomes. In 2023 Full Health Clarity was Co-Founded by Dr Williams, and he now serves as Board Chair and Chief Innovation Officer.

Joseph (“Joe”) L. Ortiz is Co-Founder and CEO of Full Health Clarity (FHC), a healthcare IT company building TRACE™, a patient-centric data layer that links FDA Unique Device Identification (UDI) to real-world patient encounters and outcomes. Joe leads product strategy, go-to-market, and enterprise architecture. His focus is turning device and procedure data into actionable insight for hospitals, manufacturers, and researchers.

Previously, Joe served as Chief Innovation & Operations Officer at MedMatch Network, where he oversaw product roadmaps and operations for a platform aimed at simplifying patient access and care coordination. As the first CIO of Summit Strategic Solutions, he led the spin-out of a healthcare services firm, modernized infrastructure to meet evolving regulatory needs, and designed a modular care-delivery platform capable of scaling with new lines of business. Earlier, he founded 4D Imaging Systems to help clinicians detect change over time in medical images, and held technical and business leadership roles at Philips Electronics, Motorola, and NCR, spanning software engineering, product development, marketing, sales, and operations.

Joe holds an MBA from Arizona State University, an M.S. in Computer Engineering from the University of South Carolina, and a B.S. in Computer Science from Georgia Tech. He mentors entrepreneurs through LaunchTN/BioTN and has served the Camp Koinonia Foundation for over 15 years as board member, Chair, and Vice-Chair. An inventor, he is named on multiple patent applications related to organizing visual data and documenting/analyzing skin conditions.

Daniel Anderson is Full Health Clarity, Inc.’s lead Software Developer and the architect of the TRaCE Platform. Daniel has a diverse range of technical expertise, including Microsoft .NET, C#, MongoDB, MS SQL Server, MAUI, Android, and macOS app development, SaaS architecture, Google ML Kit, and more. Daniel has over fifteen years of experience in software engineering and has degrees from Georgia Gwinnett College and the Kansai College of Business and Languages.
